Iraqi National Caught in Raxaul While Illegally Attempting to Enter Nepal: 7th Foreign Arrest in Bihar Town in Two Months

In a significant security development, an Iraqi citizen living in India without valid documents was arrested late Saturday evening while attempting to cross the Indo-Nepal border from Raxaul, a bustling town in Bihar’s East Champaran district. The arrest has raised fresh concerns over border surveillance and the growing pattern of unauthorized foreign entries in the region.

According to Kisan Kumar Paswan, Station House Officer (SHO) of Haraiya police station, the individual has been identified as Bara Fauzi Hamid Al Bayati, a resident of Al Dora, Baghdad. Al Bayati had been staying illegally in New Delhi and surrounding areas since June 16, and was apprehended while trying to enter Nepal en route to Saudi Arabia, allegedly to catch a flight from Kathmandu.

No Valid Documents, Suspicious Movements

“Upon checking, he was found to have no valid visa or travel documents. He failed to provide a legitimate explanation for his stay or travel plans,” SHO Paswan said, adding that the man had identified himself as an engineer working in Saudi Arabia during initial questioning.

Authorities suspect that the illegal border crossing attempt may be part of a larger network of unauthorized foreign travel through India-Nepal border routes, often used due to their porous and lightly regulated nature.

Intelligence Agencies Called In

Given the sensitive nature of the arrest and the proximity of Raxaul to an international border, the East Champaran police have informed central intelligence agencies, including:

  • Military Intelligence (MI)
  • Research and Analysis Wing (RAW)
  • Intelligence Bureau (IB)

Bayati has already been interrogated by IB officials, and further questioning by central agencies is likely in the coming days to determine his intentions and any possible links to foreign intelligence or suspicious networks.

Raxaul Emerging as a Hotspot for Foreign Intrusions

Bayati’s arrest is the seventh such case involving a foreign national in Raxaul in the last two months. The town has become a recurring site for apprehending foreign nationals attempting unauthorized travel across the Indo-Nepal border.

  • April 25: Eitan Ben Shahar, an American citizen, was arrested near the Indian customs office in Raxaul.
  • May 7: Four Chinese nationals—He Qiangsheng, Huang Limin, Li Yonghai, and Deng Yijum, all residents of Hunan province in China—were arrested.
  • June 3: Another Chinese citizen, Hi Zeshi, was caught by authorities.

All were found to be without valid documentation, raising alarms about the use of Raxaul as an international exit or entry point for unauthorized activities.

Why Raxaul Matters

Located along the Indo-Nepal border, Raxaul is a major land transit point for people and goods moving between India and Nepal. While legitimate travel and trade flourish in the town, its strategic location has also made it vulnerable to misuse by smugglers, fugitives, and undocumented travelers.

The border is known for its relatively lax enforcement, which foreign nationals have increasingly exploited, especially those seeking to exit India undetected or avoid immigration controls.

Security Agencies on High Alert

The growing frequency of foreign arrests in Raxaul has led central and state intelligence agencies to reassess border surveillance protocols, particularly focusing on fake identity documents, overstayed visas, and illegal border crossings.

Sources within the local administration confirmed that additional surveillance and patrolling measures are being considered. The deployment of immigration and border intelligence teams is also likely to be strengthened.

Next Steps in Investigation

Bayati has been taken into judicial custody and will remain detained while investigations continue. Central agencies are currently examining:

  • His digital devices, if any were recovered.
  • Financial transactions or travel patterns during his illegal stay.
  • Possible links to extremist, espionage, or trafficking networks.

Authorities are also reviewing CCTV footage from railway stations, bus depots, and border check posts to trace his movement from New Delhi to Bihar.
