Patna, August 5, 2025 – The Bihar government, under the leadership of Chief Minister Nitish Kumar, gave a green signal to 36 important proposals during a crucial cabinet meeting held at the Chief Minister’s Secretariat. The decisions span critical sectors such as education, agriculture, public service reforms, and salary enhancements, marking a significant push towards digital literacy, employment generation, and regional empowerment.
Digital Libraries to Open in Every Assembly Constituency
In a major step toward improving educational accessibility, the cabinet approved the establishment of digital libraries in each assembly constituency of Bihar. These modern libraries will not only offer conventional resources but will also provide online courses for competitive exams like JEE and NEET, ensuring students across the state have access to quality learning material.
Big Pay Hike for Physical Education Teachers and Support Staff
A major highlight of the cabinet meeting was the doubling of honorarium for physical education teachers, whose monthly remuneration has been increased from ₹8,000 to ₹16,000. This move follows the recent decision to raise the pay for midday meal cooks (rasoiyas) and night guards (ratri praharis), a proposal that was also ratified in the meeting. These hikes aim to recognize the contribution of grassroots education facilitators.
Domicile Policy to Be Implemented from TRE-4
CM Nitish Kumar announced that the state’s domicile policy will be enforced from the upcoming TRE-4 (Teacher Recruitment Examination – Phase 4). As per the newly approved policy, approximately 84% of vacancies will be reserved for Bihar residents, with only 15.6% of posts open to applicants from other states. This is expected to boost employment opportunities for locals and reduce competition from out-of-state candidates.
Teacher Transfer Policy and Urban Planning Reform Approved
The cabinet also gave the green light to the Bihar State School Teacher Appointment and Transfer Rules, streamlining the teacher transfer process across districts. Additionally, the Bihar Urban Planning Scheme Rules 2025 were approved, aiming to promote more efficient and inclusive urban development in the state.
712 New Posts Approved in Agriculture Department
To enhance the reach and efficiency of agricultural services, the cabinet approved the creation of 712 new positions in the Department of Agriculture. These include 534 computer operator posts and 178 posts for agriculture instructors. Further, the Plant Protection Service Rules 2025 were passed to strengthen pest management and crop health monitoring.
New Residential School for Marginalized Communities in Aurangabad
In a socially uplifting move, the cabinet sanctioned the establishment of a residential school for Scheduled Castes and Scheduled Tribes in Aurangabad, named after Dr. B.R. Ambedkar. This school aims to provide quality education and boarding facilities to marginalized children, empowering them through holistic development.
