East Champaran (MOTIHARI): A significant update in the democratic framework of East Champaran was announced on August 1, 2025, when District Election Officer and DM Saurabh Jorwal held a high-level meeting with political party representatives regarding the Special Summary Revision (SSR) of 2025. During the meeting, held at Dr. Rajendra Bhawan in Motihari, the draft voter list was officially published, along with a shocking revelation — over 3.16 lakh voters were removed due to duplication, death, or relocation.

What Is ASD?

The voters removed have been categorized under ASD (Absent, Shifted, Dead or Duplicate). These voters were identified during a rigorous verification process carried out by Booth Level Officers (BLOs) and common citizens. A total of 3,16,753 voters were marked as ASD and hence, removed from the active electoral roll.

Before the revision, East Champaran had 36,89,848 registered voters. After the Special Revision:

Increase in Polling Stations

In a major development, polling station count in the district increased by 584. Previously, there were 3,511 polling centers, now raised to 4,095, improving voter access and reducing crowding.

Claims and Objections Open Till September 1 for Voter List

DM Saurabh Jorwal announced that the claims and objections period will remain open from August 1 to September 1, 2025. If any eligible voter’s name is missing, they can:

  • Fill Form 6 to include their name

  • Attach Annexure D and one of 11 valid ID proofs

  • Visit special camps at block offices, Nagar Nigams, and Nagar Panchayats

For corrections or shifting voter details:

  • Use Form 8 to update information or transfer names to another constituency

Role of BLOs and Political Parties

Each political party’s Booth Level Agents (BLAs) were provided with the ASD list and draft voter list to cross-verify on the ground. BLOs can accept up to 10 applications per day, submitted with a forwarding letter and a self-attested certificate verifying the details.

District authorities stressed the importance of party cooperation to ensure no eligible voter is left out. “We completed the revision two days ahead of schedule due to your support,” DM Jorwal noted.

Final Voter List by September 30

The final voter list will be published on September 30, 2025. This list will serve as the foundation for the upcoming Bihar Assembly Elections. DM Jorwal urged citizens to actively participate in the process and ensure democratic inclusion.

Voices from the Ground

Citizens have expressed mixed reactions. While some appreciate the removal of fake and dead entries, others have reported genuine names being mistakenly cut. Rajesh Kumar, a local school teacher in Kesariya, said, “My mother’s name was removed even though she has voted in every election. I’ve submitted Form 6 to fix it.”

Meanwhile, BJP, JD(U), RJD, Congress, AAP, LJP (Ram Vilas), BSP, CPI(M), and RLSP district heads and representatives attended the meeting and pledged full support to the Election Commission’s efforts.
