According to the First Information Report (FIR) filed by the Jammu and Kashmir Police, the attack took place between 1:50 PM and 2:20 PM. Eyewitnesses recount how the peaceful valley, filled with families enjoying horse rides and picnics, was suddenly ripped apart by the sound of automatic gunfire.

The attackers, disguised in military uniforms, emerged from the surrounding pine forests and fired indiscriminately for nearly 30 minutes. In that short span, 26 lives were lost, and several others were seriously injured.

The FIR’s Shocking Revelations

The FIR clearly states that the attack was pre-meditated and orchestrated under instructions from handlers across the border in Pakistan. The terrorists used illegally obtained automatic weapons, indicating a well-equipped and organized plan.

“Reliable inputs confirm that unidentified terrorists executed the attack in Baisaran under direct command from their cross-border handlers,” the FIR mentions.

By the time security forces reached the site—delayed due to lack of a motorable road to the remote valley—the attackers had vanished.

Legal and National Security Ramifications

The FIR has invoked several stringent sections under the Bharatiya Nyaya Sanhita (BNS), including Sections 11, 103, and 109, along with the Unlawful Activities (Prevention) Act (UAPA) and Arms Act.
