Phoenix Marketcity Mall Safety Under Scrutiny: A recent fire at Phoenix Marketcity mall in Kurla has sparked widespread concern, prompting citizen groups to call for comprehensive, independent fire safety audits of all malls and multiplexes across Maharashtra, including the Mumbai Metropolitan Region (MMR). The NatConnect Foundation, in a letter to Chief Minister Devendra Fadnavis, warned that several commercial complexes pose significant risks in case of emergencies.

Potential Death Traps

Many malls are “potential death traps,” especially during peak hours, said B N Kumar, director of NatConnect. Overcrowded passages, overloaded with temporary festive displays and merchandise, make movement difficult and evacuation nearly impossible. Additionally, packaging materials like cartons are often dumped in basement areas, which are not meant for storage. Narrow driveways and exit points further exacerbate the issue ¹.

Vulnerable Areas

Food courts and cinemas are particularly vulnerable, according to activist Madhu Shankar. “Even a minor mishap in such crowded areas can result in panic and chaos, leading to injuries or worse.” Kumar shared personal experiences of long wait times at multiplex exits, which can take up to 20 minutes to vacate a cinema hall. “In an emergency, that delay could be catastrophic.”

Call for Independent Audits

Activists urge the government to appoint third-party, independent agencies to conduct fire safety inspections, similar to those used in financial and forensic audits. This would ensure transparency and accountability in prioritizing public safety. Kharghar-based activist Jyoti Nadkarni suggested that malls should display fire compliance certifications and establish mechanisms for whistleblowers and vigilant citizens to report violations anonymously.
